Why Kulija Road sees so many crashes and breakdowns

Kulija Road is a short but important link. It runs from Mandurah Road, on the western edge of Baldivis near Leda and Cooloongup, east to the Kwinana Freeway, where it continues as Mundijong Road. Together they form State Route 22, so a lot of the traffic on Kulija Road is heading to or from the freeway. For Baldivis residents it is one of the main ways in and out of the suburb.

That freeway traffic meets local traffic at Baldivis Road. In RAC WA’s 2025 Risky Roads survey, which drew more than 18,000 nominations, the Baldivis Road and Kulija Road intersection was voted the riskiest in metro Perth, climbing from sixth place in the 2022 survey. Nominators said it offered little chance to turn or cross traffic and had a confusing layout, with many suggesting a roundabout would help.

The City of Rockingham’s own description backs that up. It says the intersection was built in 2014, that the area has grown significantly since, and that the layout gets congested in peak periods and has had more crashes than expected. Its planned upgrade adds traffic lights, an extra westbound lane on Kulija Road from the freeway to west of the intersection, an extra eastbound lane back to the freeway, and new turning lanes. Construction is expected in the 2027/28 financial year, with completion scheduled for March 2029. For the north-south side of the junction, see our Baldivis Road page.

What to do after an accident on Kulija Road

The first few minutes matter most. Switch on your hazards and check whether anyone is hurt. Call 000 for injuries or if a car is sitting in the intersection where it could be hit again. For police help that isn’t an emergency, call 131 444.

If the vehicles still drive, move them off Kulija Road onto the verge or into a nearby street, clear of the turning lanes. Stand well back from the road while you wait, because traffic coming off the freeway may not expect a stopped car.

You and the other driver must swap names and addresses under WA law. It’s sensible to also note their phone number, rego and insurer, and to take photos of both vehicles, their plates and where they finished up.

Last, check the reporting rule. In WA you have to report a crash to police if someone was injured, if total damage is more than $3,000, or if the owner of damaged property isn’t present. Most drivers lodge the report through the online crash reporting facility on the WA Government website.

When a car can’t be driven, our accident towing crew will take it away, and our insurance towing service lets us bill your insurer directly.
